Your EBT card works like a debit card at any USDA-authorized retailer nationwide — major grocery chains and big-box stores such as Walmart, Target, Kroger, Costco, Sam's Club, Aldi, Trader Joe's, Whole Foods, and most local and regional supermarkets, plus many convenience stores and farmers markets. A growing number of retailers, including Walmart.com, Amazon, DoorDash, and Uber Eats, also accept SNAP EBT for online grocery orders in many areas, though delivery and service fees usually can't be paid with benefits.
SNAP benefits cover food and food-producing seeds or plants, but not hot prepared foods, alcohol, tobacco, or non-food items — some states also restrict specific items like soda or candy, noted below if it applies to Colorado.
Colorado SNAP Income Limits
Colorado uses Broad-Based Categorical Eligibility to set SNAP's gross income limit at 200% of the federal poverty level, rather than the standard federal minimum of 130%.
That higher ceiling lets many more moderate-income Colorado households qualify for food assistance than the base federal rule would permit, generally without a separate asset or savings limit standing in the way.

EBT Fraud & Card Skimming Protection
Protect your benefits from theft
Card skimming and cloning has been a problem for Colorado SNAP households, and Congress's temporary federal reimbursement program covered theft between October 2022 and December 20, 2024. That authority has since expired, and Colorado has no confirmed state-funded program covering theft after that date (an earlier 2023 program that returned stolen funds to Colorado recipients was tied specifically to the now-expired federal authorization).
If you believe your benefits have been stolen, change your PIN immediately, freeze your card through the ebtEDGE app or Cardholder Portal, and contact your local county human services office to report the fraud — stolen benefits can also be reported to local law enforcement as theft.

Colorado doesn't automatically block all out-of-state or online purchases by default, though the state may flag and block transactions in specific cities or states if it detects suspicious activity (you'd need to call to have those specific locations unlocked).
