Idaho's food assistance program is still commonly referred to as Food Stamps, even though it is officially the federal Supplemental Nutrition Assistance Program (SNAP), administered by the Idaho Department of Health and Welfare. Once approved, a household's monthly benefit is deposited onto an EBT card known in Idaho as the Quest Card, which functions like a prepaid debit card at grocery stores and other authorized retailers.
Since your Quest Card balance updates each time you make a purchase or receive a new monthly deposit, it's worth checking before you head to the store so you know exactly how much you have to spend.
Idaho was one of the first states in the country to put a USDA-approved SNAP food-restriction waiver into effect, barring the use of SNAP benefits to buy soda and candy starting February 15, 2026. Idaho's early adoption of this policy, part of a broader wave of similar state waivers approved by USDA in 2025 and 2026, makes it a useful example for households trying to understand what is and isn't purchasable with their Quest Card going forward.

Where You Can Use Your Idaho EBT Card
Your EBT card works like a debit card at any USDA-authorized retailer nationwide — major grocery chains and big-box stores such as Walmart, Target, Kroger, Costco, Sam's Club, Aldi, Trader Joe's, Whole Foods, and most local and regional supermarkets, plus many convenience stores and farmers markets. A growing number of retailers, including Walmart.com and Amazon, also accept SNAP EBT for online grocery orders in many areas, though delivery and service fees usually can't be paid with benefits.
SNAP benefits cover food and food-producing seeds or plants, but not hot prepared foods, alcohol, tobacco, or non-food items — some states also restrict specific items like soda or candy, noted below if it applies to Idaho.
Idaho SNAP Income Limits
SNAP's federal gross income limit is normally 130% of the federal poverty level, and Idaho's BBCE policy keeps the limit at this same federal floor rather than expanding it the way some other states do.
This means Idaho households are measured against the federal income standard. If your gross household income falls at or below 130% of the poverty level for your household size, and you meet Idaho's other SNAP eligibility rules, you may qualify for benefits.

EBT Fraud & Card Skimming Protection
Protect your benefits from theft
Skimming and cloning — where thieves capture your EBT card number and PIN from a card reader or ATM — have affected SNAP households in Idaho as elsewhere. Congress's temporary federal reimbursement program covered theft between October 2022 and December 20, 2024. The Idaho Department of Health and Welfare still provides a form to report electronically stolen Food Stamps, but with the federal authority expired and not renewed, there's no confirmed guarantee of replacement for theft occurring after that window.
If your benefits are stolen — through skimming, cloning, or a phone/text scam — submit Idaho's "Stolen Food Stamps" form as soon as possible, and also call EBT Customer Service to cancel the compromised card. Check your balance regularly and never share your PIN or card number with anyone contacting you unexpectedly.

Traveling or shopping online?
Idaho has not announced an automatic block on out-of-state or online SNAP EBT transactions — your card should work nationwide anywhere SNAP is accepted. Since several other states have recently started defaulting new cards to a blocked status for security, it's worth watching for updates from Idaho Health and Welfare in case that changes.
