Your EBT card works like a debit card at any USDA-authorized retailer nationwide — major grocery chains and big-box stores such as Walmart, Target, Kroger, Costco, Sam's Club, Aldi, Trader Joe's, Whole Foods, and most local and regional supermarkets, plus many convenience stores and farmers markets. A growing number of retailers, including Walmart.com, Amazon, DoorDash, and Uber Eats, also accept SNAP EBT for online grocery orders in many areas, though delivery and service fees usually can't be paid with benefits.
SNAP benefits cover food and food-producing seeds or plants, but not hot prepared foods, alcohol, tobacco, or non-food items — some states also restrict specific items like soda or candy, noted below if it applies to Kentucky.
Kentucky SNAP Income Limits
The federal SNAP gross income limit is normally 130% of the federal poverty level, but Kentucky uses its Broad-Based Categorical Eligibility (BBCE) option to raise that ceiling to 200% of the poverty level.
This higher limit means significantly more Kentucky households with modest incomes can qualify for food assistance than the federal minimum would allow, and BBCE states like Kentucky typically also do away with a separate asset or resource test, so owning a car or having modest savings generally won't disqualify an otherwise eligible household.

EBT Fraud & Card Skimming Protection
Protect your benefits from theft
Skimming and card cloning have affected SNAP households nationwide, including in Kentucky. Congress's temporary federal reimbursement program covered theft between October 2022 and December 20, 2024 (Kentucky's state plan for that program was approved in August 2023), but that authority has since expired and not been renewed, and there's no confirmed Kentucky-funded program currently replacing benefits stolen after that date.
If your benefits are stolen, report it to the Kentucky Cabinet for Health and Family Services (CHFS) Department for Community Based Services right away, and call EBT Customer Service to cancel the compromised card. Check your balance regularly and never share your PIN.
