In Maine, food assistance is provided through the Food Supplement Program, the state's name for the federal Supplemental Nutrition Assistance Program (SNAP). The Maine Department of Health and Human Services (DHHS) determines eligibility and issues monthly benefits to help low-income households buy groceries.

Where You Can Use Your Maine EBT Card
Your EBT card works like a debit card at any USDA-authorized retailer nationwide — major grocery chains and big-box stores such as Walmart, Target, Kroger, Costco, Sam's Club, Aldi, Trader Joe's, Whole Foods, and most local and regional supermarkets, plus many convenience stores and farmers markets. A growing number of retailers, including Walmart.com, Amazon, DoorDash, and Uber Eats, also accept SNAP EBT for online grocery orders in many areas, though delivery and service fees usually can't be paid with benefits.
SNAP benefits cover food and food-producing seeds or plants, but not hot prepared foods, alcohol, tobacco, or non-food items — some states also restrict specific items like soda or candy, noted below if it applies to Maine.
Maine SNAP Income Limits
To qualify for Maine's Food Supplement Program, a household's gross income normally cannot exceed 130% of the federal poverty level under the base federal SNAP rule. Maine, however, uses a policy option called Broad-Based Categorical Eligibility (BBCE) to raise that threshold to 200% of the federal poverty level.
In practical terms, this means more working households, and families with modest savings, can qualify for help buying food in Maine. Because Maine applies BBCE, most applicants also aren't subject to a separate asset or resource test, which removes one of the bigger hurdles that can otherwise keep struggling households from qualifying.

EBT Fraud & Card Skimming Protection
Protect your benefits from theft
Card cloning and skimming has hit Maine SNAP households — in August 2025, a large-scale theft ring drained roughly $76,000 from about 300 Maine households in a single week. Congress's temporary federal reimbursement program covered theft between October 2022 and December 20, 2024, but that authority has since expired, and under federal rules, benefits stolen after that date currently cannot be replaced — Maine has no confirmed state-funded program filling the gap.
