Where You Can Use Your North Dakota EBT Card

A growing number of retailers, including Walmart.com and Amazon, also accept SNAP EBT for online grocery orders in many areas, though delivery and service fees usually can't be paid with benefits.
SNAP benefits cover food and food-producing seeds or plants, but not hot prepared foods, alcohol, tobacco, or non-food items — some states also restrict specific items like soda or candy, noted below if it applies to North Dakota.
North Dakota SNAP Income Limits
The federal SNAP gross income limit is normally 130% of the Federal Poverty Level, but North Dakota's Broad-Based Categorical Eligibility (BBCE) policy raises that threshold to 200% of the Federal Poverty Level.

EBT Fraud & Card Skimming Protection

No evidence was found of North Dakota funding its own SNAP card-skimming reimbursement program after the federal authority expired at the end of 2024. (Note: North Dakota HHS does offer a separate, long-standing "SNAP Replacement Benefits" program, but that one covers food destroyed in a disaster or power outage — not benefits stolen through skimming or fraud — so don't confuse the two when reporting.)
